Captain Andre is a Master Mariner and holds a Bachelor of Science (Computer Science) from Alabama USA. He is also a certified IRCA Maritime Auditor, OPA-90 Qualified Individual, Ship Handling Instructor, Course Leader and Assessor.

Prior to joining STET, Captain Andre was involved in maritime services, nautical training and seafaring matters since 1980, when he first started his sea going career. From his cadetship onwards, he progressed through the Officer hierarchy and received his first command as Master in 1994 onboard a panamax bulk carrier in an established shipping company. Captain Andre varied command experiences include various types of vessels such as, bulk carrier, pure car carrier and container vessels.

Having acquired the varied operational experiences at sea, Captain Andre was hand-picked to assume appointments ashore to lend his expertise in improving the Company’s operational systems, including duties involving port and cargo superintendence work. Captain Andre later head the Safety and Training Department where he ensures and personally conducted internal and external audits of the Company and its affiliates including shipboard audits, verification inspections, strategizing and developing training courses and seminars for the Company. He was also charged with the responsibilities for the investigation of vessel casualty, pollution incidents, stowaways and cargo damages. He was also involved with Hull and Machinery underwriters, Protection and Indemnity Insurance and Cargo Underwriters survey work.

Captain Andre has been instrumental in the successful establishment of STET to become a leading Recognised Security Organistion, to act on behalf of the Panama Maritime Authority to conduct reviews and approval of ship security plans and security verification audits, for which, he received a commendatory accolade in assisting the Administration to meet the implementation deadline of the International Ship & Port Facility Security (ISPS) Code for the majority of Panama-flagged vessel fleet.
