AIM
The CAP is specifically designed to assist companies in
assessing the suitability of senior officers for assuming
the position of Shipmaster. This program focuses on the
assessment of generic leadership competencies and does not
include an assessment of professional/technical
competencies.
OBJECTIVE OF THE PROGRAMME
The CAP is designed to assess the following 8 leadership
competencies that are deemed to be important for effective
performance as a Shipmaster.

COVERAGE OF CAP
The CAP consists of 4 major assessment components. In
addition to the assessment component of the CAP, candidates
would be provided with the opportunity to undergo refresher
training on Vessel Resource Management (VRM). This training
module is an abridged version of the VRM Course and
highlights various management skills and knowledge necessary
for handling emergency situations and hazardous scenarios.
The 4 types of assessment are:

Psychological Assessment: Each Participant will
undergo a battery of four paper-and-pencil psychometric
questionnaires (i.e., 16 Personality Factors
Questionnaire, Leader Behaviour Questionnaire,
Managerial Style Questionnaire, Occupational Stress
Inventory) to provide information on their personality,
leadership style, and stress coping ability. This was
followed by a one-on-one psychological interview to
obtain a more in-depth understanding of the
psychological qualities of theparticipant. Overall, this
assessment component provided the opportunity for the
assessment of decision-making, people management,
culturebuilding, relating to others, behaviour
flexibility, commitment to quality, emotional stability
and personal effectiveness.

Simulator-based Assessment: This assessment
exercise is situated within a full mission shiphandling
simulator, equipped with the entire range of facilities
onboard modern Bridges. Participants would assume the
role of Shipmaster, and would be required to take
command of the ship in handling a variety of challenging
situations. This exercise provided the opportunity for
the assessment of decision-making, people management,
relating to others, behaviour flexibility, commitment to
quality, emotional stability and personal effectiveness.

Written Case Analysis: In this assessment
exercise, participants would be required to study
information about the issues/problems in a particular
case scenario. They are then required to evaluate the
information, provide judgement on the situation and
recommend actions on how to handle the case. This
exercise provided the opportunity for the assessment of
decision-making, culture-building, relating to others
and commitment to quality.

Peer Group Exercise: In this assessment exercise,
the participants would be presented with a difficult
task and required to work together as a group to
accomplish a given objective within the time limits.
This exercise provided the opportunity for the
assessment of relating to others, behaviour flexibility,
commitment to quality and personal effectiveness.
REPORT
On completion of this course, a confidential report
elaborating on the profile of the participants’ vis-ŕ-vis
the desired attributes would be submitted to the company.
The report contains the findings as well as the strength and
weakness of each participant in the 4 various types of
assessment, i.e. Psychological Assessment, Simulator-Based
Assessment, Written Case Analysis Assessment and Peer Group
Assessment.
TRAINING METHODOLOGY
The CAP comprises of Psychometric Assessment, Vessel
Resource Management Refresher training and using Full
Mission Shiphandling System (FMSS) exercises to assess the 8
leadership competencies.
