To train participants to carry out bunker surveying to comply with the requirements, procedures and documentation in accordance with the Singapore Standard SS600:2008 Code of Practice for Bunkering.



Persons who meet the requirements and intend to be registered as bunker surveyors.



The course covers the following topics:

  • Overview of Bunkering Services in Singapore

  • The Singapore Standards SS600:2008

  • Role of Bunker Surveyor

  • Basic Knowledge of Bunker Fuels

  • Essential Equipment for Bunkering

  • Safe Working Practices

  • Pre-Delivery Procedure and Documentation

  • Delivery Procedure and Documentation

  • Post-Delivery Procedure and Documentation

  • Sampling Procedure

  • Determination of Bunker Quantity Delivered

  • Dispute Handling and Reporting Procedure

  • Case Study

  • Assessment


a) At least 21 years of age and medically fit;

b) Have a working knowledge of English;

c) Holder of Diploma in Nautical/Maritime Transportation/Marine Engineering studies or equivalent and;

d) At least 6 months of relevant working experience or attend at least 30 complete bunker surveys* as a trainee surveyor.


* A bunker survey performed by a licensed bunker surveyor for an entire bunkering operation by the bunker tanker to the receiving vessel. The trainee surveyor shall maintain records of each survey attendance with the licensed bunker surveyor. Each record shall include but not limited to, date of survey, location of survey, name of receiving vessel, name of bunker tanker, name and licence no. of bunker surveyor and the master's/chief engineer's endorsement with vessel's stamp.



The bunker surveyor license will be issued to applicants who meet the following conditions:
i) The applicant passed the bunker surveying examination administered by the Maritime and Port     Authority of Singapore
ii) The applicant is not an undischarged bankrupt and has not been charged with any offence in a     court of law in any country for which the outcome is not known yet (including traffic offences)
iii) The applicant is mentally and physically fit and has no physical impairment (eg loss of sight, limb,     hearing) which could affect his capability to safely conduct bunker surveys on ships.

In addition, applicants with prior criminal record(s) should check with the Maritime and Port Authority of Singapore pertaining to their eligibility to apply for the licence by contacting the Marine Services Department via e-mail at




COURSE FEE: $370.76 (Inclusive of 10% Administrative Charge and 7% GST)
