ST Education & Training has been named the Recognized Security Organization (RSO) by the Autoridad Marítima de Panamá (AMP) to review and recommend approval of Ship Security Plans.

 

Pre-Application Phase

  1. Ship Owners or Company Security Officer (CSO) will designate or hire a qualified individual or company to conduct and prepare the Ship Security Assessment (SSA) and write the Ship Security Plan (SSP).

  2. Company Security Officer (CSO) will use a SSA/SSP verification checklist to ensure that the Ship Security Assessment (SSA) and Ship Security Plan (SSP) meets the requirements of SOLAS Annex XI-2 and part A of the International Ship and Port Facility Security (ISPS) Code including guidance from Part B.

  3. Company Security Officer (CSO) can use any SSA/SSP verification checklist issued by classification society or by STET for the above purpose. Click here to download STET's SSA/SSP verification checklist.

Registration

  1. The Company Security Officer (CSO) will require to register the Company as a User on the STET secure Website. Registration is free. Click here to register.

  2. After registration, Company Security Officer (CSO) will receive, via e-mail, confirmation of Company data submitted and a User ID.

Uploading Of Ship Security Plan

  1. Company Security Officer (CSO) will upload Company's vessel SSP to ST Education & Training secure Website using the designated User ID.

  2. The upload file MUST be a single Adobe PDF file or a single ZIP file containing the SSA, SSP and SSA/SSP verification checklist.

  3. The above single file shall be named with ship name and IMO number. Eg. "Bellstar-IMO1234567"

  4. STET will acknowledge receipt of the single Adobe PDF file or single ZIP file by email. STET will also calculate the appropriate fee based on the vessel's gross tonnage, and provide an Invoice via the same email to the CSO.

  5. Company Security Officer (CSO) will arrange payment to STET for the SSP Approval Application fee in advance by Standard Wire Transfer, or Bank Draft. The vessel's name and invoice number shall be mentioned when making payment.

Ship Security Plan Review For Approval Phase

  1. Upon receipt of the SSP, STET will review the SSP for essential elements and compliance with ISPS code basis on submitted SSA, SSP and the SSA/SSP verification checklist.

STET will accept or reject the SSP within 5 days upon receipt of payment and will notify the Company Security Officer (CSO) in writing via e-mail.

 

Ship Security Plan Approval Certificate

  1. If the submitted Ship Security Plan meets with the requirements of SOLAS Annex XI-2 and part A of the International Ship and Port Facility Security (ISPS) Code including relevant sections of part B of the ISPS code, STET will issue a Ship Security Plan Approval Certificate and courier same to the Company Security Officer (CSO) using the address data used during registration process in step 4.

  • Company Security Officer (CSO) will include the certificate together with the SSP for implementation onboard the ship.

  • STET will archive the processed SSP with comments for use by the AMP as necessary.

Ship Security Plan Rejection Phase

  • If the submitted security plan does not comply with the ISPS code, it will be rejected and the Company Security Officer (CSO) will be notified via e-mail with comments highlighting what revision need to be made.

  • Step 6 to 12 need to be performed for the corrected revised SSP. A resubmittal fee will be charged if the revision requires MAJOR re-writting of the whole SSP.

  • For re-submission of SSP, the name of the single Adobe PDF file or single ZIP file file shall be name with ship name, IMO number and upload number. Eg. "Bellstar-IMO1234567 -2 ". The number 2 signify that this is the second upload for the same ship.

International Ship Security Certificate Phase

  • After implementing the approved Ship Security Plan onboard, the Company Security Officer (CSO) will arrange for the initial verification of the ship.

  • The verfiying Recognised Security Organisation (RSO). after completing the verification, will then submit a report to the Panama Maritime Authority detailing the inspection carried out and determining that the vessel is found in compliance with the approved ship security plan. The Panama Maritime Authority will then issue an International Ship Security Certificate (ISSC) to the vessel.

NOTE: Company can upload their vessel's SSP via STET secure website as above or courier them to STET on a CD.
