Security Master Planning engages both the client and
consultants in crafting an integrated security setup for a
facility that incorporates physical, electronics, procedural
and personnel security. The consultants will see through the
implementation and execution of the plan if required.
The stages below outline the steps taken to carry out
effective Security Master Planning. Click on each stage to

Stage 1 - Preliminary Preparations
Due diligence is always carried out as the first step in understanding the facility, its surrounding and its history.
Stage 2 - Fact-finding / Site Survey
A day and night site survey is carried out on the entire facility in detail to assess the threats and vulnerabilities in the day and in the hours of darkness. Our expert team of consultants will also assess the adequacy of the existing security means and measures protecting the facility. During such site surveys, we will meet with the end-user staff to obtain relevant inputs and information regarding current operational plans and requirements in order for us to recommend a cost-effective security solution, through effective resource allocation, to mitigate these threats and to enhance the overall security of the premise.
A Security Study can also be carried out for planned projects that have not commenced construction - this is done through a detailed review of the architectural drawings for the planned site.
Stage 3 - Threat, Vulnerability and Risk Assessment (TVRA) Report
Based on information gathered, the TVRA will be a comprehensive description of:

Threats associated with the facility and the probability of occurrence

Analysis of Vulnerabilities as well as the operations and activities in relation to the threat scenarios

Assessment of associated loss or impact on the facility should the threat occur

Overall risk profile of the facility based on results from the TVRA
Stage 4 - Security Concept Plan
This provides a general outline of the protection measures comprising:
Stage 5 - Security Operational Plan
This shall define, detail and describe specific Security Operating Procedures (SOPs), including contingency plans, for the entire facility and each of its component vital facilities.
Stage 6 - Technical Plan
The security plan of the site and building layout plan together with the budgetary estimate and estimated time frame for the implementation of the proposed systems will be presented to the client. The consultant will present the detailed design to the client for approval and make any necessary alterations to the specifications and drawings etc. if required.
Stage 7 - Tender Preparation and Evaluation
The security drawings, performance specifications and any other applicable details will be prepared and integrated into the client’s standard tender document to invite contractors’ bids for the implementation of the proposed security systems. Upon closure of the tender exercise, the tender submissions will be evaluated and professional advice provided on the strengths and weaknesses of the contractors and the quoted prices to the client. The client shall decide the award of contract.
Stage 8 - Project Management and Implementation
The consultants shall manage the implementation process of the projects following their respective project schedules. They shall supervise the nominated contractors to ensure the smooth progress of the installation process through to the final testing, commissioning and acceptance of the systems by the client.
